In order to use the Install button you need to install the OpenDesktop App Pling Store - pling.com .
Alternatively, you can install Plasma Menus via the application they are for. For example in Dolphin you can go into the Settings and use the Download New Services button:
You need to use the Download option to download the Pling App Store, then run it.
