Products not updating to the top of the list

I have been updating an icon theme I’ve uploaded recently. However the site does not seem to bump it to the top after each update (Not intending to spam it, just as a curiosity question, I don’t want to publish major releases that may go unseen ).

Is there some kind of “time lock” to allow other creators icons and themes to be seen? Or do I need to follow some kind of special procedure apart from just updating the release tarballs?

all products have only the opportunity to appear at the top of the list only once a week. This restriction was taken to avoid abuse.
