Five months of payment problems, I have changed my account on PayPal completely and there is still a problem.

we tried several times to transfer the money. Each time PayPal stops the transaction with this error message:
Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds.
So please go to PayPal and setup your account.
